The compare page (/{owner}/{name}/compare/{a}...{b}) only works from a typed URL. Add pickers for both sides (bookmarks and tags, or any change or state typed in), a swap control, an empty /compare that picks the default bookmark against the most recently updated other bookmark, and a "Propose this" button that opens a new proposal with b as source and a as target when b is a bookmark and the viewer can write.
