plex-1 claimed metalgear jobs pinned to rootfs dea9ffbd… before that image was copied there, and each failed with 'rootfs … is not on this runner'. The runner should report the rootfs images it holds when it claims (it already reports labels and limits), and the hub should offer it only jobs whose sandbox images it has, leaving the rest for a runner that does. Admin → Runners could list each runner's images too.
