Andy (2026-10-02): the Administration page needs Disable and Delete beside Ban.
Disable / Enable: reversible; blocks sign-in, sessions, tokens and pushes like a ban; sign-in says 'Your account has been disabled. Contact the hub's administrator.' Not yourself, not the last admin.
Delete: permanent, confirmed by typing the username. Refused (listing them) while the account owns repositories or is the last owner of an organisation (Andy's choice). Tokens, keys, sessions and memberships go; the username stays reserved; signed changes stay verifiable; its issues and comments stay attributed.
