The pipeline language has scope "GLOB"..., parsed but never applied. A push-started run should leave out a job whose scope its new changes (since the bookmark's previous run) do not touch, unless a kept job depends on it; manual runs, reruns and a bookmark's first run keep every job. Needed for release builds in OxygenFlow (a dist job scoped to Cargo.toml, oxygen#59).
