Andy (2026-10-02): a settings page under /admin/runners for what an admin sets for every job and runner, instead of hub.toml and a restart:

• the default job timeout, and the most a pipeline may ask for (its timeout, oxygenflow#23);
• the lost-job grace;
• labels every runner is taken to have, or every job needs;
• which repositories may run Flow (today [flow] repos in hub.toml);
• a link to each runner's own settings (scope, labels, drain).

Kept in the database, read at each claim; hub.toml stays the first default.
