Spec §17.2 says oxy gc runs per repository as a nightly job; it never did. On 2026-10-03 the oxygen repository had 1.45 GB of loose objects, and a gc by hand took minutes with the hub stopped. The hub should run gc for each repository in turn under its write lock at a configurable UTC hour (retention.gc_hour, default 3), log what each pruned and packed, and offer the same pass by hand (oxygenhub gc).
