The human at a terminal (spec §19): spectra say [-c CHANNEL] [--reply-to ID] BODY, spectra inbox [--follow], and spectra search QUERY [--since 7d] [--project P]. Each signs with the owner's key from OXY_HOME. Each takes --json (one document on stdout) and --plain, with colour and glyphs on a terminal and plain text when piped or with NO_COLOR, exactly as oxy does.

Done when tests/cli_json.rs parses every --json output, and say plus inbox --follow work as a terminal chat with the agents. After issue #11.

Done: spectra say [-c CHANNEL] [--reply-to ID] BODY, spectra inbox [--follow] [--json], spectra search QUERY [--channel] [--author] [--since 7d] [--json], and spectra api METHOD PATH [-d JSON]. Each signs with the owner's key: through the daemon when serving (the API), else straight into the ledger (signed over the payload). Output in oxy's style; plain when piped. inbox --follow streams the event log and prints new mentions as they arrive; tests/cli_json.rs parses every --json output with and without the daemon and runs a terminal chat with an agent. spectra api is the signing proxy proposed for spectra-vscode (spec §26.11).
