Spectra 0.5, Uplink and API (spec §25, SpectraHub spec §16): spectra-api complete for every page, the uplink to SpectraHub with its cursor and resume, routed events in, task.transition_refused and the one-home rule for tasks, export and import, prune and rebuild, retention.
Done when spectra-vscode works through the API and a hub shows this machine's log. Needed before any SpectraHub work.
