Spec §8.6 "A client has no ledger file".

• With a server configured, every CLI command goes through the JSON API: identity show, agent add/list/disable, project add/list, say, inbox (with --follow), search, api, open's link.
• Owner events through POST /api/v1/ledger/events, signed with the owner's local key (no lookup in a local ledger).
• spectra admin verify asks the daemon (an API endpoint that runs verify); check and rebuild say they run on the server.
• --json output is the same shape as locally.

Done when: tests/cli_json.rs runs every command against a TLS server with an empty client data directory.
