Hub spec §4: a Spectra registers with its instance identity under the owner's linked identity and gets an uplink token; POST /api/v1/uplink/events takes batches, verifies chain, proofs and checkpoints with spectra-core's verify, stores the merged log, and acknowledges the highest seq.
