build: pin retro-remote-debug-controller as an oxy subrepo 11debbbf5303

The Makefile compiles src/extern/retro-remote-debug-controller/core and the
conformance suite lives there too, but the oxy tree did not carry it: it
was a nested Git checkout, so `oxy status` listed it as untracked and a
fresh workspace failed with

    src/control_backend.c:5:10: fatal error: retro_control.h: No such file or directory

It is now a subrepo of doomsdayone/retro-remote-debug-controller on
OxygenHub (public), which a Flow runner fetches into the job's workspace.
The pin is the state formed by its changes up to "client+server:
URL-encode key text" (0.5.0), checked file for file to be the same tree as
the Git submodule's pin, 7b2fd15. The hub's main has since moved to
contract 0.6 (/perf), which this emulator does not implement, so the pin
deliberately stops short of it.
