For Diffusion (oxygenhub issue #148) the hub builds a change that moves a consumer's subrepo pin to a newer upstream state. build_change turns any written path into a file, so it cannot. Add Repo::build_pin_change(heads, path, pin, message, author): the path must already be a subrepo; only its pin changes.
