oxy and oh 0.3.1, the first releases built by OxygenFlow: every file from the dist job of the release commit's run, attested on the trust page. Adds linux-riscv64 (issue #59), the .debs that add the apt repository (oxygenhub#85), checkout/workspace on a bookmark (issue #60, issue #61).
