The phone's runner reports OxygenFlow 0.3.1: the runner is built into the app, so it moves only when the app is rebuilt against a newer OxygenFlow. Pin OxygenFlow 0.5.0 (and oxy 0.8.0) so the phone gets the idle claim that fits its memory (oxygenflow#92), the WASM stop (#93), peer-held images (#94) and job phases (issue #35).
