Pin oxygenflow f299e457 (oxygen a23729f0): shared cloud store clients ed3a36b6414c

Repositories kept in buckets now share one client per store and
credentials, its requests running side by side, instead of a new client,
connections and sign-in for every request (oxygen a23729f0). /health shows
cloud_stores: clients opened, requests made and the time spent in them,
so the effect on negotiate (#228: 7-8 s on metalgear2) can be read off.
