Project cards: accept owner/repo#N, as the board itself shows them issue #118

From ~/oxygen_feedback.md issue #38 (supermarioland, 2026-10-07): GET /projects/{owner}/{n} lists cards as 'doomsdayone/metalgear#22', but POST .../cards refuses that form ('Name an issue or proposal as repo#12'); parse_reference (web/projects.rs) rejects any '/'. Accept owner/repo#N when the owner is the board's, and refuse a different owner saying so. (oh project card add already strips the owner, issue #115; the API and web form should too.)
