The admin area is one long page plus separate pages for runners, images, backups, Diffusion and storage. Give it the repository settings' treatment (issue #278): a grouped sidebar (Overview; People; Sign-in; Mail; Flow; Data; Audit), each section its own page at /admin/{page}, the current one marked, forms returning to their own page, old /admin#section links sent on.
