Both parts are in: the rust sandbox sets CARGO_INCREMENTAL=0 and no debug info for dev, test and release, and the build image carries this workspace's dependencies prebuilt (/opt/warm/oxygenhub, copied onto the job's target disk in about 4 s). Run issue #63: build 270 s (from 390 to 495 s), clippy 50 s, test 155 s.

oxygenhub's pipeline takes 14 to 21 minutes from push to green. Its build job alone takes 390 to 495 s, and the release profile keeps debug info that CI never uses.
Part 1: CI without debug info or incremental state, declared once per sandbox. Part 2: a build image with the dependencies prebuilt.
