Andy's next-gen list (2026-10-24), third. The hub tests the combined states of open proposals, and their likely landing orders, before anyone presses Land, so landing is usually instant with checks already green (with issue #265 reuse). The same machinery warns two proposals that they will conflict before either lands ("issue #312 and issue #318 both rewrite the sound driver's tick"). Multi-head states make the combinations cheap; budget the runs by priority and runner load.
