Already there since issue #260: oh issue comment -F. The oh on this workstation's PATH was older than that; nothing to change.

oh issue createreads its body from a file with-F/--body-file(-for stdin);oh issue comment(andoh proposal comment) take only--body, so a long comment has to go through the shell. Give them-Ftoo.
