The New repository page (issue #360) works but reads as one long column: radio buttons sit above their titles, and the choices are not grouped under headings.
Lay it out in sections with headings and a line on what each does: Repository, Visibility, Starting files, Wiki, Project board, OxygenFlow, Storage. The choices sit side by side as cards and stack on a phone.
OxygenFlow: switch it on as the repository is made, on the site's runners (site administrators) or on the owner's own runners (when the owner has one). Left alone, the site default applies.
Wiki: start it with a Home page giving the repository's name and description.
The same options in the API (flow, wiki on POST /repos) and in oh repo create --flow on|own --wiki.
