The New repository page has fallen behind the rest of the site. A fresh one:

• Layout in the site's current style: owner (you or an organisation you may create under) and name side by side with a live check that the name is free and valid, the address it will have, description, visibility as three described choices (public, internal, private) rather than a bare select.
• Start it with: a README, a licence (a short list with what each allows), a .oxyignore for a language, and the assistant's starter (issue #347) where the owner has one, as one "Start with" section.
• A project board with it: "Also create a project board" (on by default for an organisation), naming it after the repository, with Backlog / Doing / Done (and Done taking finished cards, issue #325), the repository's issues and proposals added to it as they open; or "Add it to an existing board" listing the owner's boards.
• After creating: the empty repository's page with the clone and first-push commands, and a link to its board when one was made.
• The API's create call takes the same (project: {"new": "Title"} | {"number": N}), and oh repo create --project.
• Tests: creating with a new board makes the board and links new issues to it; with an existing board adds it; a name taken or invalid is refused before anything is made.
