Andy's decision on issue #47 (2026-09-30): repositories under an organisation require one sealed approval (oxy seal --proposal URL) before a proposal lands; personal repositories stay at none. New organisation repositories start at 1, and existing ones still at 0 move to 1; admins can lower it in Settings.
