From metalgear dogfooding (2026-10-02): a miscount in proposal issue #117's description couldn't be fixed from the CLI; the correction went on the linked issue.
PATCH /api/v1/repos/{owner}/{name}/proposals/{number}: title and body, by the author or a writer.
oh proposal edit N [-t TITLE] [-b BODY | -F FILE].
oh proposal comment N -b/-F (the API exists).
oh proposal create -F FILE, as oh issue create has (finding 32).
