Closes issue #130 (from Metal Gear's feedback).

  • POST /flow/runs takes "jobs": [NAME..]; oh run start --job NAME (repeatable).
  • Starts only the named jobs and what they depend on, so a performance report run no longer starts the hour-long functional-tests.
  • A job the pipeline lacks, or one no manual run starts, is refused (409) with the names of those that are.
  • Test: runs_start_without_a_push_and_finished_runs_re_run extended. Hub gate green (162 tests, clippy, fmt).
