Closes issue #140. PATCH /proposals/{n} takes {"state": "closed" | "open"} (author or triage), with oh proposal close N [-m MSG] and oh proposal reopen N. Test: a_proposal_is_closed_and_reopened_through_the_api. Gate green. Built as main's heads plus the change.
