Closes issue #260 (Metal Gear's feedback, 2026-10-18).

  • oh issue comment N -F FILE (or -F - for stdin), as oh proposal comment, issue create/edit and proposal create/edit already took. It was the one oh command with a body that didn't.
  • An empty comment is refused with 'give the comment with --body or --body-file'.
  • Test in crates/oh/tests/cli.rs. Gate green.
